Jay Tilden
Managing Director, National Security
Jay Tilden is the Managing Director for National Security at Mission Strategies, where he leads the firm's national security and energy security practice, advising clients on the intersection of global threats, critical infrastructure, and the energy sector.
Jay recently retired from the U.S. Department of Energy after 35 years of service, 13 of which as a member of the Senior Executive Service. Jay last served as Director of the Office of Intelligence and Counterintelligence — the department's most senior intelligence and counterintelligence officer. In this role, Jay led the department's nuclear, energy, and cyber intelligence as well as counterintelligence missions across DOE's headquarters, national laboratories, plants, and sites, and was a key liaison between the intelligence community and the electric, oil and natural gas sectors on threat information sharing.
Prior to that role, Jay served as Deputy Under Secretary for Counterterrorism and Counterproliferation at the National Nuclear Security Administration (NNSA), overseeing a $430 million operating budget and leading federal and national laboratory efforts on nuclear counterterrorism, counterproliferation, nuclear forensics, and nuclear incident response. Earlier in his career, he served as Director for the Office of Nuclear Threat Science and held senior roles in Homeland Security and Counterterrorism within DOE's intelligence enterprise.
Jay is a 22-year veteran of the U.S. Army, serving in both active and reserve capacities as a Counterintelligence Technician. He holds a B.A. from the University of Maryland and is a graduate of the DIA's Joint Military Intelligence College, Harvard Kennedy's Senior Executive Fellows program, and the National Defense University's Capstone Program for General and Flag Officers.
